Transaction coordinator in Chicago: transfer stamps, certificates and costs
For Chicago agents: the city transfer tax split, the two certificates the city wants before it sells stamps, how suburban rules differ, the 2025 market and what coordination costs.
DeedSpring makes transaction-coordination software and publishes this guide. It has no office in Chicago. Agents use it online, wherever they work.

What does a Chicago transaction coordinator handle?
The contract is the same Multi-Board 8.0 used across northern Illinois, with its Business Day clock, attorney review and the rule that the inspection report stays out of the buyer's Notice. The Illinois transaction coordinator guide covers those dates and the limits on unlicensed assistants. What makes a Chicago file different is the paperwork the city wants before it will sell transfer stamps. Without stamps the deed does not record, so a coordinator who orders the city documents late can push a closing.
Paragraph 19 of the 8.0 already points at this. It warns that the property may sit in a municipality with transfer tax or pre-closing inspection ordinances, and it leaves the cost with whichever party the ordinance names unless the parties agree otherwise. In Chicago those duties are concrete: a Full Payment Certificate for the water and sewer account, a Certificate of Zoning Compliance on most smaller residential buildings, and a city tax that the buyer mostly pays.
How much is Chicago transfer tax, and who pays it?
The Chicago Department of Finance charges $5.25 per $500 of the transfer price. That total has two parts: a City portion of $3.75 and a supplemental CTA portion of $1.50 that funds the Chicago Transit Authority. The city says that in general the buyer pays the $3.75 and the seller pays the $1.50. The city code makes the tax due at the earlier of delivery or recording of the deed. The tax rate changes notice for 2026, issued after the December 2025 revenue ordinance, lists no change to it.
Transfer taxes on a City of Chicago sale
| Tax | Rate | Usually paid by |
|---|---|---|
| Chicago, City portion | $3.75 per $500 | Buyer |
| Chicago, CTA portion | $1.50 per $500 | Seller |
| Cook County | $0.25 per $500 | Seller |
| State of Illinois | $1 per $1,000 | Seller |
Stamps can be bought from the Department of Finance at City Hall, 121 N. LaSalle, Room 107, or at 400 W. Superior, or through a title company registered to print them. Cook County transfers are declared and paid through the MyDec system. A buyer budgeting cash to close should see the city portion early, because on a $400,000 home it comes to $3,000.
What is a Full Payment Certificate, and how long does it take?
A Full Payment Certificate is the Department of Finance's proof that the property's utility charges are paid or will not pass to the buyer. The city requires one on all transfers, taxable or exempt, and without it nobody can buy the city stamps. The application costs $50 and needs the legal description plus a signed deed, a Schedule A from the title commitment or the signed contract.
The city asks for at least 10 business days to process it and warns that a final meter reading or field review can take longer. One application covers no more than four PINs. The city's own guide notes the certificate is often obtained by the seller, in many cases the seller's attorney, so a TC on the listing side should confirm in the first week who is ordering it.
When does a Chicago sale need a Certificate of Zoning Compliance?
Under section 3-33-045 of the Municipal Code, the city will not issue stamps on residential property with five or fewer dwelling units until a Certificate of Zoning Compliance is in hand. Condominiums, cooperative buildings and a new home sold to its first occupant are exempt. The certificate confirms how many units are legal under the zoning ordinance. The fee is $120, and the Department of Planning and Development makes an initial decision within five business days. If the records cannot confirm the unit count, an inspector visits, which is the scenario a coordinator should plan around on a two-flat with a garden unit.
How do the suburbs differ?
Outside the city the stamp and inspection rules change town by town. A Chicago Title list of Chicago-area transfer taxes gives two examples. Park Ridge charges the seller $2.00 per $1,000, wants the water bill paid and requires a zoning inspection. River Forest charges the seller $1.00 per $1,000 and requires a water reading and an inspection. Both have their own forms. A TC covering several suburbs keeps a short sheet per town and checks it when the contract is signed.
How busy is the Chicago market?
The Illinois REALTORS 2025 annual report recorded 22,093 closed sales in the City of Chicago in 2025, almost flat on 2024, at a median of $375,000, up 5.6%. The nine-county Chicago Metro Area closed 89,091 sales at a median of $366,000. The Chicagoland figures are based on data from Midwest Real Estate Data.
What does a transaction coordinator cost in Chicago?
Flat fees per file are the norm for independent coordinators. In our October 2026 count of 21 published price cards across the country, the one-side fee ran $300 to $550, and the typical firm charged nothing on a deal that failed to close. The TC fee per file calculator shows what that means at your closing count.
When you interview a Chicago TC, ask who orders the Full Payment Certificate and the zoning certificate on their files and how many days before closing they start. Ask whether they have handled a property with more than four PINs, and whether they know the suburbs you sell in. The answers show quickly who has closed in the city before.
Freelance TC, TC company or DeedSpring: which fits a Chicago agent?
The table sets the usual options side by side. A good freelance TC is worth every dollar on a messy file. What most agents are really paying for, though, is someone who never misses a date and always chases the lender. Software does that on every file at once.
