For Houston agents: the HAR MLS clocks that bring automatic fines, where the market stood in September 2026, and the flood questions that shape so many Houston files.

DeedSpring makes transaction-coordination software and publishes this guide. It has no office in Houston. Agents use it online, wherever they work.

What does a transaction coordinator do on a Houston deal?

A Houston coordinator takes a signed contract and works it through to funding at the title company, keeping the lender and the other agent on schedule. The contract itself, the option period and what TREC lets an unlicensed assistant do are the same in Katy as in El Paso. Our Texas transaction coordinator page explains them, along with the MUD notice that so many Houston-area subdivisions need.

What Houston adds is a strict MLS with automatic fines and a set of flood questions that reach well beyond the state form. Those are the subject of this page.

What are the HAR MLS reporting deadlines?

Greater Houston listings run through HAR MLS, operated by the Houston Association of REALTORS. Its MLS rules set several clocks that a coordinator working the listing side has to keep:

HAR MLS reporting rules a listing-side coordinator tracks

EventDeadlineHAR MLS rule
Contract signed: move to a pending status with the estimated closing dateWithin 3 days2.5
Sale closes or funds: enter the sold data and priceWithin 3 days of closing or funding2.5
A contingency on file is fulfilled, renewed or the agreement cancelledWithin 24 hours2.6
Pending sale cancelled: report it and reinstate the listingWithin 5 days2.8
HAR MLS Rules and Regulations, sections 2.5, 2.6 and 2.8, read October 2026.

HAR's own list of rules agents most often break attaches a $100 fine to a late sold or pending report. It also says there is no five-day window to correct a rule 2.5 violation, so the charge is assessed automatically. A separate $100 fine applies when a pending listing shows an estimated closing date that has already passed.

Two points catch agents out. HAR says the closed price must be entered even when a buyer has written a request to keep it private into the contract, and it allows no exception for that. And a closing that slips by a week means the estimated date in the MLS has to move too, or the listing starts collecting fines while it waits for the title company.

How is the Houston housing market doing?

HAR counted 7,030 single-family home closings across its MLS in September 2026, down 5.7% from September 2025. The median price held at $325,000 and the average rose 0.7% to $421,311, according to HAR's September market update. Existing homes, with new construction excluded, made up 5,062 of those closings.

Supply is building. HAR's September activity snapshot shows 40,192 active single-family listings, up 6.3% on the year, and pending sales down 11.6% to 6,789 pending listings. HAR puts inventory at 5.5 months, 0.4 months more than a year earlier.

What flood questions come up on a Houston file?

Texas Property Code section 5.008 sets out the seller's disclosure notice, and its flood section is long. The seller answers whether the property sits wholly or partly in a 100-year floodplain, a 500-year floodplain, a floodway, a flood pool or a reservoir. It also asks about previous flooding from a reservoir release and about water entering the structure in a natural flood event.

Two more questions follow: whether the seller has ever filed a flood damage claim with any insurer, including the National Flood Insurance Program, and whether they have received FEMA or Small Business Administration assistance for flood damage. The statute ties the floodplain terms to the latest FEMA flood insurance rate map. Its reservoir definition covers water impoundment projects operated by the U.S. Army Corps of Engineers.

A coordinator can't judge flood risk and shouldn't try. The practical job is to make sure the buyer has the signed notice early, and that any “yes” answer reaches the buyer's agent and the insurance agent early, since a flood policy quote can change what the buyer is willing to pay.

How does Houston's Chapter 19 floodplain ordinance affect buyers?

Inside the city limits, Chapter 19 of the Houston Code governs building in the floodplain. The amendments that took effect on September 1, 2018 brought the 500-year floodplain under regulation. According to the city's Chapter 19 guidelines, new homes in either the 100-year or the 500-year floodplain must sit 2 feet above the 500-year flood elevation.

Buyers planning a big renovation should know the substantial improvement rule. Chapter 19 defines substantial improvement as work costing 50% or more of the structure's market value before the work starts. In the 100-year floodplain that work triggers the same 500-year-plus-2-feet elevation standard, and the Houston Permitting Center says the finished floor of a new structure has to meet that height. A buyer who expects to gut and expand an older house in a floodplain may face a far larger project than planned.

How much does a transaction coordinator cost in Houston?

The usual model is a flat fee billed only when the file closes. On its published price card, one Texas-based TC company charges $395 per side. The 21 public price cards in our October 2026 review put one side at $300 to $550. The fee per file calculator compares that with an in-house hire at your own volume.

What should you ask a Houston TC before hiring?

Ask how they keep the estimated closing date in HAR MLS current when a closing moves, since that is where avoidable fines come from. Ask how they handle a seller's disclosure with flood answers, and whether they flag it to you before the option period ends.

DeedSpring has no office in Houston. It is software that works from the contract and documents you upload, checks each open file hourly and leaves every sensitive message for you to approve.

Freelance TC, TC company or DeedSpring: which fits a Houston agent?

The table sets the usual options side by side. A good freelance TC is worth every dollar on a messy file. What most agents are really paying for, though, is someone who never misses a date and always chases the lender. Software does that on every file at once.

Questions agents ask about transaction coordinators in Houston

How long do I have to report a pending sale in HAR MLS?

HAR MLS rule 2.5 requires a pending status within three days of the signed contract, showing the estimated closing date. HAR says a late report carries a $100 fine assessed automatically, with no five-day correction period.

Can a Houston buyer keep the sale price out of the MLS?

Not under HAR's rules. HAR says closed sales must be entered within three days of closing or funding with no exception, even when a buyer's contract asks to withhold the closing information.

What were Houston home sales in September 2026?

HAR reported 7,030 single-family closings, down 5.7% from a year earlier, at a median of $325,000. Active listings rose 6.3% to 40,192, giving 5.5 months of inventory.

What flood questions are on the Texas seller's disclosure?

Property Code section 5.008 asks whether the home is in a 100-year or 500-year floodplain, a floodway, a flood pool or a reservoir. It also asks about past flooding, flood insurance claims and FEMA or SBA flood assistance.

What is substantial improvement under Houston's Chapter 19?

It is work costing 50% or more of the structure's pre-work market value. In the 100-year floodplain, that work must meet the 500-year flood elevation plus 2 feet, the same standard as new construction.

Does DeedSpring have a Houston office?
